Colonel (Res.) Yoram Lvran

Col. (Res.) Yoram Lev Ran began his military service in the IDF Artillery Corps, where he served from combat soldier to Colonel, commanding an Artillery Regiment and advancing through the Artillery Corps’ combat and command tracks.During his later service, he held senior positions in the Home Front Command, including Commander of the Jerusalem District and Commander of the National Search and Rescue School (Bahad 16).He participated as a senior commander in key national operations, including Operation Cast Lead, the Carmel Fire disaster, and various major rescue missions.


After retiring from the IDF, Lev Ran served in a senior position at the Israeli Ministry of Defense as Deputy Head of the National Emergency Management Authority (NEMA). In this role, he was responsible for developing national emergency scenarios, formulating operational and strategic doctrines, and leading joint national exercises integrating the military, government, and civilian bodies to enhance Israel’s preparedness for emergencies and crises.During the COVID-19 pandemic, he played a leading role in establishing and institutionalizing the “Magen Avot Ve’Imahot” (Shield for Fathers and Mothers) program at the Ministry of Health, in collaboration with Prof. Nimrod Maimon and Prof. Roni Gamzu.


Today, Lev Ran works independently in the field of emergency and security management as the CEO of “Hovala Le’Itanut”, leading large-scale projects in Israel and abroad. These include crisis and emergency preparedness, terror and antisemitism response initiatives in the U.S. within the Jewish Emergency Preparedness Project (JEPP), and additional emergency-readiness programs for Israeli government ministries and local authorities.


In parallel, he serves as a social entrepreneur for youth as the CEO of “Chill”, a volunteer youth project he founded. The program develops an operational and technological framework that helps youth in distress following unsafe or unbalanced recreational activity. The initiative mobilizes young student volunteers who provide immediate professional support and follow-up to at-risk teenagers. The project was initially supported by Mifal HaPais (the Israeli National Lottery) and private donors, and is currently being expanded across Israel.


Since October 7, Lev Ran has been active in establishing and developing the Education Division of the IDSF (Israel’s Defense and Security Forum), with the goal of shaping, inspiring, and preparing Israel’s youth for military service and leadership — ensuring the future security and resilience of the State of Israel. He views this mission as a personal calling, focusing on strengthening youth education and national responsibility as part of the core vision of the IDSF.


Yoram Lev Ran is a senior member of the IDSF leadership team, serving as a subject-matter expert in security and emergency preparedness for Israel’s home front, and contributing to the movement’s strategic communications, conceptual frameworks, and public discourse aimed at advancing its national vision and objectives.
