European public opinion now directly drives EU policy toward Israel, an influence unmatched among international donors. Unlike most issues—migration, energy, or climate—where citizens have little sway, Israel faces relentless scrutiny. Public protests, NGO campaigns, media coverage, and parliamentary oversight converge to force rapid EU responses on trade, aid, and monitoring. This level of scrutiny shows that the EU can act almost like a perfect democracy when pressure is coordinated.
Yet this responsiveness seems to be selective. In most areas, public opinion barely moves policy, highlighting a stark inconsistency in how the Union listens to its citizens. Israel is treated differently because public sentiment on its actions is intense and morally charged. This creates a unique dynamic: coordinated civic pressure quickly translates into concrete EU measures.
As a whole, the European public’s view of Israel is overwhelmingly negative – varying according to country, region, and demographic group. Surveys such as YouGov EuroTrack report net ratings of –44 in Germany, –48 in France, –54 in Denmark, –52 in Italy, and –55 in Spain.
